On Tuesday, February 16, the Federal Housing Finance Agency released their annual Scorecard for Fannie Mae, Freddie Mac and Common Securitization Solutions. The Scorecard has been a tool to align the policies and priorities of the GSEs and CSS, particularly while the GSEs operate under FHFA conservatorship. New to this year’s scorecard are resolution plans—also referred to as a “living will”—that require each GSE to begin developing a plan to resolve their business in the event they are placed in receivership. The Scorecard also requires the GSE to level playing field standards and increase transparency by continuing to assess additional data that could be made publicly available to inform risk transfer markets and foster a competitive mortgage market that does not crowd out private capital.
