Structured Finance Association Expands Policy Team with Two Additional Experts

Today, The Structured Finance Association (SFA) announced that trusted legal advisor David Dwyer and ABS policy expert Frank Tallerico have joined SFA to advance the Association’s policy agenda on behalf of its 370+ members.

“As the policy landscape in our industry continues to evolve, SFA is making strategic investments in our capacity to serve our members in critical new ways by adding two more policy experts to our team,” said Michael Bright, CEO of SFA. “David and Frank’s valuable insight, tremendous experience, and proven ability to add value to the organizations they serve will allow SFA to expand our ability to advocate, inform, and perform impactful research for our members.”

As General Counsel for Policy and Regulatory Affairs, David B. Dwyer will provide legal guidance in support of the Association’s various policy and regulatory affairs activities to the senior management team. He will also develop and oversee a coordinated policy agenda to fulfill SFA’s long-range goals and priorities and align with the needs of SFA’s membership. Lastly, David will help drive and build consensus among SFA members on a wide variety of policy and market matters, including pending regulatory and legislative action.

David is a trusted legal counselor who has practiced at financial law firms, major banks, the U.S. Department of the Treasury, and the U.S. Senate Committee on Banking, Housing, and Urban Affairs.  David has over two decades of experience in corporate finance and governance, capital markets, oversight, and investigations earned in New York, Washington, Luxembourg, and Hong Kong. David holds a B.A. from Dartmouth College and a J.D. from Notre Dame Law School. He is a graduate of the Stanford Senior Executive Leadership Program and is a member of the New York State Bar.

As ABS Policy Director, Frank Tallerico will lead the development and advancement of policy positions before regulators and other policymakers with a focus on the non-mortgage asset-backed securities (ABS) markets. Under his leadership, SFA members and staff will work collaboratively to identify and influence significant regulatory policy issues and ensure a fulsome and consistent voice to key decision-makers regarding SFA policy objectives. Additionally, Frank will monitor and identify market and regulatory developments impacting SFA members, global structured finance markets, and consumer and business lending.

Frank brings over two decades of experience in several different aspects of the financial industry, ranging from banks, consultancy firms, and financial services companies. Notably, his experience in the structured finance industry includes conducting and compiling market research, including research from SFA. Frank holds a B.B.A. in Finance and Banking from Hofstra University.
